职责描述：Main Objective•Ensure low cost service procurement by professional claim prevention and contract management work, under the condition of meeting technical specification and given project schedule by •Developing overall contracting strategy for the assigned Projects•Preparing and lead tendering and negotiations for services•Post-award management to minimize changes and claims•Ensuring service procurement work process in accordance with the quality, environment, safety & corporate regulations, as well as CI handbook and relevant procurement procedures.Main TaskSupports PPM to manage all contracts for Services during the whole period of project execution:Develop contracting strategy and ensure the implementation of the strategy throughout the entire project execution period according to CI handbook requirementDeveloping contract models for EPC and EPCm service as well as all relevant services covering CI projects.Lead contractors pre-qualification and screening process, prepare ITB document at good quality and drive tendering process according to set plan, be the focus point of service procurement activities for the assigned project;Coordination of all contract related issues with contractors, project stakeholders and authorities. Ensure that all contracts are managed across all CI project with the same contract procedure and change & claim management interpretation according to CI handbook.Supervision of the contract execution adhering to schedule, budget, quality requirement, environment, safety & corporate compliance regulations; the relevant Procurement Procedures and other regulatory standards as well as other internal process standards.Claim prevention and Change & Claim Management: Secure budget and schedule by proactive training and tracking of project stakeholders to avoid potential changes and claims, strong negotiation of change orders for additional scope of works exceeding the contractual agreement. Issue Change Order after negotiation and ensure complete documentation.Claim Management: Secure budget and schedule by negotiation of claims issued by contractors for addition financial compensation or for extension of construction time. Issue Claim Acceptance after negotiation and ensure complete documentation.Payment: Verification of payment request in accordance with the contracts and the agreed upon payment milestone plan.Closing of all contracts after contracts have been accomplishedGeneral Project Complexity:COVC intend to invest a new MDI2 at CAO within the next years at total CAPEX around 1.5 billion EUR, which is clustered in 5 LOTs at roughly 300 million EUR for each LOT.The projects are under time pressure to meet the Chinese demand and under cost pressure to meet of CI target of COV.CI Procurement will be a central organization serving all projects in various execution models, EPC, EPCm, EPs, etc. while integrating the global Procurement organization with their global lead into the strategy development and its implementation.Value Added to the Success of Company:CI Procurement carries the significant responsibility to conduct and lead various high value and complex bidding for EPC, EPCm, EPs, FEED, DE and GC tendering, we act as the interface between projects and contractors through the entire project life time to monitor and steer the execution process in line with contract setup and relevant legal regulations, as well as Covestro internal requirements, to ensure overall compliance and cost efficiency of project to meet highest requirement to build up bench mark and good practice for other Covestro sitesFor procurement, there will be also high requirement to manage the complexity of several demanding project organizations, while meeting a tight schedule and implement best procurement strategies and ensure best practice from CI handbook to safeguard company target.Work relationsExternal:General management of main contractorsKey account and Sales representatives of suppliersInternal:Head of CI Procurement APAPProject Procurement Manager (PPM)Contract Management Core Team in CI Procurement ChinaProject Manager, Engineering Manager, Construction ManagerEngineering APAC DisciplinesLocal LIPC, CFO and HSEQ functionsGlobal Contract Management Community任职要求：Technical or Legal university (Law, Mechanical Engineer or Civil Engineer or comparable).Working experience ＞10 years in contract management/construction supervision with leading responsibilities Experience with EPC and EPCm tendering and Contract Management and Procurement with own responsibility for recent 10 years. Experience with an international contractor and working experience with project execution and contract engineering of advantage. Knowledge of quantity surveyor and/or cost estimation is a plus International experience (during university education or during professional career) of advantage.Strong communication skills, strong assertiveness, own-initiative, decision maker, strong team-worker.Familiar with Contract Law, FIDIC terms and conditions, Rules of International Arbitration Native Chinese Mandarin Further Knowledge: 1. Good PC knowledge (excel, power point)2. National/international regulations regarding trade and procurement3. Excellent Negotiation Skills4. Good understanding of relevant Chinese Laws 5. Excellent English (written and spoken)

KEY RESPONSIBILITIES
Overall responsible fthe project deliverables including project financials, scope schedule (time,cost quality) from contract award to delivery (handover from Sales till warranty expiry).
Project Manager to be nominated in the Budget quote phase in high risk projects. PM to be nominated in Firm bid phase fmedium risk projects.
Support sales in tender project plan, budget, risk register, deviation list firm bid fsales.
Provide an efficient transfer of knowledge from Tender Phase to the Design Phase
Responsible fexecuting projects according to the project execution model.
Responsible festablishing the project team with correct team members roles.
Responsible fexecuting the project according to the commitments agreed with the Customer in the contract.
Set project baseline schedule ensure ownership acceptance of responsibility from all stakeholders (including updating project schedule & cost on a regular basis)
Responsible festablishing a meeting schedule fthe entire project execution period according to the governance model.
Responsible fidentifying, define implement mitigation plans if deviation occurs in terms of cost overruns, delays scope
Evaluate the consequences of the changes (eg. Technical Tender Documentation, Risk Register, Project Budget, Project Plan) when there are significant changes between Firm bid Contract.
Responsible fcontinuous risk management according to risk management system
Responsible fmanaging changes variations to the Contract.
Establish contact with customers agree regarding communication reporting frequency.
Customer’s point of contact during project execution
Support planning of installation & commissioning
Perform a final project closeout as initiated by Warranty Responsible at Warranty expiry.
Ensure the customer meets the obligations as set out in the contract payment terms conditions in conjunction with Finance/Legal dept.
Ensure relevant information is communicated proactively from the project to relevant stakeholders
Liaise collaborate with Global Service Division
Successfully manage the relationship with the Customer other stakeholders

M.Sc. B.Sc, preferably within business, finance and/engineering
Experience:
Proven operational experience results in project management of Projects within relevant businesses
