Required Qualifications
· Education: Bachelor’s degree above in Microelectronics, Computer Science, Electrical Electronic Engineering, Automation, other related disciplines.
· Experience: Minimum of 5 years of project management experience driving complex, cross-functional technical projects.
· Technical Background: Experience as an R&D engineer in IC design as a software developer is a plus.
· Agile Understanding: An understanding of Agile methodologies is desirable but not essential. More important is a ‘can do’ attitude willingness to go beyond the job description.
· Work Environment: Experience working in a dynamic, fast-moving environment where self-motivation, autonomy, self-decision making are essential to some extent.
· Communication Skills: Excellent written verbal communication presentation skills in both English Mandarin.

Key Responsibilities:
• Review Existing Data Systems: Assess review current data collection, processing workflows, cloud storage solutions, identifying inefficiencies, risks, opportunities foptimization, particularly in the context of China-based cloud solutions.
• Technical Requirements Gathering Documentation: Collaborate with stakeholders (business, technical, management teams) to gather document clear, detailed, actionable technical requirements related to data management, cloud storage, processing systems.
• Project Planning Execution: Lead manage projects related to the optimization implementation of cloud-based data solutions, ensuring they meet business objectives, timelines, regulatory requirements in China.
• Compliance Regulatory Oversight: Ensure all data storage, collection, processing systems comply with Chinese data protection laws (e.g., Cybersecurity Law, PIPL, MLPS), guide the team on adhering to best practices in China’s cloud hosting environment.
• Manage Cross-Functional Teams: Coordinate manage project teams consisting of business analysts, engineers, other technical specialists to ensure alignment with project goals deliverables.
• Cloud VendCoordination: Manage relationships with China-based cloud vendors (e.g., Alibaba Cloud, Tencent Cloud, Huawei Cloud, AWS China) ensure that cloud services are optimally selected, integrated, managed.
• Risk Issue Management: Identify project risks issues early, develop mitigation strategies, ensure projects stay on track within scope, budget, timeline.
• Track Progress Report to Stakeholders: Provide regular updates on project progress, including status reports, risk assessments, issue resolution to senileadership stakeholders.
• Optimization of Data Solutions: Identify recommend opportunities to optimize cloud storage architectures, data collection pipelines, processing workflows fperformance, cost-efficiency, scalability.

Key Requirements:
• Bachelor’s degree in Computer Science, Information Technology, Engineering, Business Administration, a related field (Master’s preferred).
• 5+ years of experience in technical project management, with a focus on data collection, data processing, cloud storage systems.
• 3+ years of experience in managing technical projects in China-based cloud environments (e.g., Alibaba Cloud, Tencent Cloud, Huawei Cloud, AWS China).
• In-depth understanding of China’s cloud hosting providers regulatory landscape, including Cybersecurity Law, Personal Information Protection Law (PIPL), MLPS (Multi-Level Protection Scheme).
• Proven experience in gathering business technical requirements, creating project plans, delivering data solutions in cloud environments.
• Strong knowledge of cloud storage technologies (e.g., object storage, databases, data lakes) data processing workflows (e.g., ETL pipelines, big data technologies).
• Experience in project management tools such as JIRA, Trello, Microsoft Project, familiarity with Agile methodologies (e.g., Scrum, Kanban).
• Strong communication skills to engage with stakeholders at all levels, from technical teams to senimanagement.
• Ability to manage multiple projects simultaneously while ensuring timely delivery high-quality results.
• Fluency in Mandarin English is mandatory, as it will facilitate communication with local stakeholders, cloud providers, regulatory authorities.
Preferred Skills:
• Project Management Certifications such as PMP (Project Management Professional) Agile Certified Practitioner (PMI-ACP).
• Experience with cloud migration projects, especially in large-scale data environments.
